Thank you for contacting me regarding Hours-of-Service requirements for commercial motor vehicles. I appreciate hearing from you.
Recently, during a Senate Appropriations Subcommittee markup regarding transportation appropriations, Senator Susan Collins (R-ME) introduced an amendment to delay the Federal Motor Carrier Safety Administration's (FMCSA's) restart provision of the Hours-of-Service rules for one year, during which time the Government Accountability Office (GAO) would conduct a study of the provision's potential impacts. The amendment passed with broad bipartisan support and was attached to the final bill.
Previously, on December 20, 2013, I was pleased to introduce the TRUE Safety Act (S. 1891), which was referred to the Senate Committee on Commerce, Science, and Transportation. If enacted, S. 1891 would delay the FMCSA's restart provision of the Hours-of-Service rules until 6 months after the Comptroller General of GAO has completed a study of its potential impacts.
I appreciate the important role that small truck owners and operators, such as those in New Hampshire, play in maintaining our nation's economy. Currently, appropriations legislation in the Senate is stalled due to a disagreement over the amendment process. Please be assured that I will keep your comments in mind as the fiscal year (FY) 2015 appropriations process moves forward.
